Guide for Creating a Statewide First Responder List
1. Introduction
This guide outlines the process for creating a comprehensive statewide first responder list, including police, fire, licensed EMS agencies, and other responders. It should include any agency that is dispatched to 911 calls and may provide care in an out of hospital cardiac arrest, such as performing CPR, applying an AED, or defibrillation. The list will contain the names of all agencies and unique identifiers for use in eScene.03.
2. EMS Agencies
For EMS agencies, use the following method:
- Utilize the dAgency.01 value (Unique State ID) from the NEMSIS State Data Set
- This value serves as the unique identifier for each EMS agency
- Ensure all licensed EMS agencies in the state are included
3. Fire Departments
For fire departments not included in the state data set:
- Use the FDID (Fire Department Identification) number as the unique identifier
- Obtain FDID values from the U.S. Fire Administration's National Fire Department Registry (https://apps.usfa.fema.gov/registry/)
- Add the prefix "FDID" to each identifier to prevent overlap
- Example: FDID12345
4. Law Enforcement Agencies
For law enforcement agencies:
- If available, use the state list of law enforcement agencies and their IDs
- Ensure unique identifiers with the prefix "LEID"
- Example: LEID67890
